John Montgomery

John Montgomery specializes in legal and business counseling and government relations services to companies pursuing business with the U.S. Federal Government. His practice focuses primarily in the areas of acquisition policy, national defense and homeland security programs, research and development, renewable energy, maritime and ship repair, and authorization and appropriations matters. He also has twelve years of specialized experience representing Guam and Hawaii businesses and organizations and assists U.S. mainland and foreign companies seeking to participate in the DOD buildup on Guam.
In addition, Mr. Montgomery has extensive experience assisting companies with facility (security) clearances under the National Industrial Security Program, with particular emphasis on businesses having foreign ownership, control, or influence (FOCI). He advises on all aspects of FOCI mitigation, business structure, security procedures, affiliated operations, outside directors, government security committees, technology/export control, and regulatory compliance. Mr. Montgomery assists foreign companies with establishment of U.S. subsidiaries, and mergers and acquisitions of cleared U.S. companies. He regularly serves as outside general counsel, secretary and/or director to client companies.
